Prison Prevention Access Project
ACT UP Austin has launched a major campaign to help Texas state prisoners gain access to condoms. Texas has the third largest HIV+ population among state prison systems in the nation, and four times as many Texas prisoners die from AIDS than from lethal injection. In light of the recent CDC report which clearly documented HIV transmission within a state prison, ACT UP Austin is sending a letter to the State Sunset Commission charged with reviewing Texas Department of Criminal Justice policies this year to lift its current restriction on condom access. Tell Politicians to Support Condoms in Prison!!!! ACT UP Austin’s year-long campaign to get condoms in to Texas prisons has resulted in the drafting of HB 1068 by Representative Garnett Coleman.
HB 1068 would: · Give inmates the tools to protect themselves from HIV/AIDS. · Allow nonprofits to distribute condoms to inmates at no cost to the State of Texas. · Provide for the anonymous disposal of condoms to protect prisoner’s anonymity and privacy. · Guarantee that no inmate will receive disciplinary action for possession of condoms. · Currently, HB 1068 is waiting for a vote in the Corrections Committee.
